Former Universal City animal control officer James Duke has been sentenced to 20 years in federal prison for what a judge called the worst child pornography case to ever come through his court.
"He had a position of trust and a position of authority in the community," Assistant U-S Attorney Tracy Thompson tells 1200 WOAI news. "He worked with animals, and yet what when you look what he did to animals... what he had children to do animals... it's offensive in a lot of ways."
Duke, 50, was originally caught by the FBI using file-sharing software to trade pictures of child pornography online. Special Agent Jeff Allovio says it quickly became clear that he was also participating in the abuse.
"After further investigation, we've located six victims," he tells 1200 WOAI's Michael Board.
He says Duke was allegedly giving alcohol to the children and then forcing them to perform sex acts with the family dog while he took pictures.
"We've found that bestiality is becoming more and more prevalent in these cases and it is quite disturbing," Allovio says.
That was enough to turn the stomach of Federal Judge Xavier Rodriguez.
"That was the most troubling pre-sentence report I have ever read," he said in court.
The child abuse and production of child pornography allegedly took place in the past, in a different jurisdiction and possibly on a military base. Duke is an 18-year Army veteran. The FBI has an ongoing investigation and additional charges will likely be filed in the future.
